The Global AI Law Landscape

How 24 jurisdictions across the Americas, Europe and Asia-Pacific regulate, guide and promote AI, and the common rules they share.

Julia MeloJulia MeloCo-Founder5 min readCompliance

Most AI rules start as advice. A country publishes a strategy, then ethics guidance, and sometimes later a law.

We analyzed AI laws and policy in 24 jurisdictions across the Americas, Europe and Asia-Pacific, as they stood on 17 Oct 2026. For each one we traced how its rules took shape, then compared them to find the requirements they share.

Every jurisdiction here backs AI growth with a strategy, plan or funding. Only 8 of 24 have a national law written for AI. In 23 of 24, data protection law is the base layer.

01 · The board

Where each jurisdiction stands

Each jurisdiction appears once, ranked by the strongest rule it has. A country with both a law and a growth plan is shown under the law. "AI-specific law" here means a national statute written for AI, which is why the US sits under existing law even though several of its states have passed AI statutes of their own.

02 · Timeline

Asia-Pacific has the most laws in force in our review, 12, and half of them took effect in 2026. Europe's count is smaller because one EU act covers 27 member states, and its 2026 entries amend that act or enforce it at home, as Ireland's new law does. In the Americas, the binding items are Peru's AI law and US federal and state statutes, while Latin America's broader bills are still in their legislatures. Strategies keep arriving in every region, which points to a push to expand AI use alongside the rules.

Americas

Latin America is borrowing the EU's risk-based model. Brazil's Senate passed PL 2338/2023 and the bill now waits in the Chamber. Argentina has three bills and Chile has a draft. Colombia's government bill was archived in 2025, and its latest risk-based bill, PL 025/2026, is waiting for a first debate in the House. Peru is the only one here with an AI law in force, Law 31814, whose duties phase in by sector from September 2026. The US has no comprehensive federal AI statute. States fill the gap with laws such as California's SB 53, Illinois' HB 3773 and Colorado's SB 26-189, which applies from 1 Jan 2027. A December 2025 executive order set up a federal task force to challenge state AI laws, and a House discussion draft from June 2026, the Great American AI Act, would preempt some of them. Canada's AI and Data Act died, and a new privacy bill was tabled in June 2026.

Europe

The EU AI Act entered into force on 1 Aug 2024. Prohibitions and AI literacy duties applied from 2 Feb 2025, and rules for general-purpose AI models from 2 Aug 2025. Article 50 transparency duties apply from 2 Aug 2026, and systems already on the market get until 2 Dec 2026 to mark AI-generated content. The Digital Omnibus moved the Annex III high-risk rules to 2 Dec 2027 and the Annex I rules to 2 Aug 2028. It also adds a ban on AI that generates nonconsensual intimate images or child sexual abuse material. Ireland's Regulation of Artificial Intelligence Act 2026 took effect on 31 Jul 2026 and set up a national AI Office, so the member-state layer is now forming underneath the EU act. The UK has no AI statute and relies on sector law. A private member's AI bill in the Lords never had government backing and fell when the 2024 to 2026 session of Parliament ended.

Asia-Pacific

China has the most binding AI rules, written by AI type: algorithms, deep synthesis, generative AI, content labeling and now human-like interactive services. Japan passed a light-touch AI Promotion Act in May 2025, and it carries no penalties. Taiwan's AI Basic Act took effect on 14 Jan 2026 as a framework for later rules, and South Korea's AI Basic Act on 22 Jan 2026. Vietnam's AI law took effect on 1 Mar 2026 with a grace period. India's November 2025 guidelines are voluntary, and since 20 Feb 2026 its IT Rules have also required platforms to label AI-generated content. Singapore and Australia lead with voluntary frameworks and national plans, and Australia's December 2025 plan dropped the mandatory guardrails it had proposed in favor of existing law. Thailand put a draft AI Act out for public comment in July 2026.

Tools

We sorted each government's instruments into three kinds. Enforceable rules carry legal duties. Suggestive guidance sets the expectations that regulators and customers point to when they ask how an AI system is governed. Enabling policy, mostly funding and national programs, speeds up adoption. Many jurisdictions run all three at once.

Each row below is one jurisdiction. The levels are our own reading.
